Abstract
The aim of this study is to examine the Affordable Care Act’s susceptibility to major policy changes by evaluating its level of entrenchment. Entrenchment is the process by which a policy becomes difficult to repeal or significantly alter due to a combination of factors including its popularity with constituencies, the degree to which the nation adapts to and plans around its provisions, and the perceived level of deservingness of its beneficiaries.
