Abstract
The purpose of this study is threefold: to show the need for establishing minimum standards for the certification of elementary school administrators; to show the present practices of school divisions in Virginia as compared with the Nation as a whole with respect to the type of degree, experience, and courses at the graduate level required prior to the employment of a prospective elementary school administrator; and to present a brief outline of the programs of various institutions for preparing administrators including the college and two universities offering graduate work in elementary education in Virginia.
